What is ERF? — Encampment Resolution Funding

ERF is a California HCD competitive grant program providing cities, counties, and CoCs with funding to resolve encampments and transition individuals into safe, stable housing. ERF Round 5 makes $93 million available on a rolling basis through June 30, 2026 — cities of any size are eligible to apply today.

What ERF Funds For Your City

ERF grants are flexible and can cover:

  • Interim Housing — new non-congregate units, navigation centers
  • Permanent Housing — unit conversions, rapid rehousing, rental subsidies
  • Street Outreach — engagement, case management, services
  • Supportive Services — health, employment, housing navigation
  • Prevention & Diversion — keep formerly housed people stable
  • Admin Costs — up to 5% of grant for city administration

Up to 50% of funds are prioritized for encampments on State right-of-way
freeway underpasses, Caltrans corridors, and similar sites.
